SUBJECT: H. R. 3819, "Overseas Allowances Act of 1955"
1. H. R. 3819 consolidates and revises certain provisions Of
law relating to additional compensation of civilian employees of
the Federal Government stationed outside the continental United
States and in Alaska, except as indicated in the Bill, and facili-
tates recruitment, reduces turnover, and compensates for extra
costs and hardships due to overseas assignments. This Bill is
substantially the same as the proposal which was reviewed by this
office as a basis for your renly to the Bureau of the Budget dated
25 January 1955 (reference our memorandum to you dates. 23 December
1950.
2. On the basis of the Aemorandum for the Record from the
General Counsel dated 19 January 1955 regarding the effect of the
proposed "Overseas Allowances Act of 1955" on authorities now
available to the Director of Central Intelligence in the CIA Act
of 1949, we assume that the comment contained in paragraph 5 of
our memorandum dated 23 December 1954 does not require further
consideration.
