1. 1 discussed with Lyle Fisher, General Counsel to the
Comptroller General, the question of whether legislation of
general application passed since the effective date of our
enabling act would, in his opinion, impair or affect our broad
exemptions and special authorities. Mr. Fisher stated informally
that he could see no basis for any impairment of our authorities
in later general legislation unless it in any way specified or
was directed to our particular authorities.
2. This, of course, cannot be depended upon as the
official position of the Comptroller General but I think is
sufficient for the purposes of our comments to the Bureau of
the Budget on the Overseas Allowances Act of 1955.
