Mr. CARLSON introduced the following bill; which was read twice and referred
to the Committee on Post Office and Civil Service
A BILL
To permit payment of certain cost-of-living allowances outside
the continental United States at rates in excess of 25 per
contain of the rate of basic compensation.
1 Be it enacted by the Senate and house of 1?epresenta-
2 tines of the United States of America in Congress assembled,
3 That section 207 of the Independent Offices Appropriation
4 Act, 1949, as amended (see. 207 of Public Law 491,
5 Eightieth Congress, as amended by see. 104 of Public Law
6 862, Eightieth Congress) , is further amended by inserting
7 before the colon at the end of the third proviso a comma
8 and the following: "except that the President may authorize
9 payment of such additional compensation based on living
10 costs substantially higher than in the District of Columbia.

com- pensation ill areas where living costs are clearly and sub-
3 stantially more than 25 per centum above living costs in
4 the District of Columbia".
