Gates Lloyd OFFICE OF GENERAL COUNSEL Assistant Deputy Director (Support) Acting Director of Security, feels that the attached Bill (S. 709) would be basically objectionable to his office and to the Agency as a whole. The term, "confidential files" could,,in his opinion, be construed to include our security files, the contents of which are jealously 'uarded not only for the protection of the employees, but, also for the protection of sources and other information. We note you do not predict favorable Congressional action in t is case, but it might be well to keep an eye on the progress it makes during this session.
