Acting Director of Security, feels that the attached
Bill (S. 709) would be basically objectionable to his office and to the
Agency as a whole.
The term, "confidential files" could,,in his opinion, be construed
to include our security files, the contents of which are jealously 'uarded
not only for the protection of the employees, but, also for the protection
of sources and other information.
We note you do not predict favorable Congressional action in t is
case, but it might be well to keep an eye on the progress it makes during
this session.

ABILL
To authorizer the release of the personnel files of Federal of-
ficers and employees to congressional committees at the
request of such officers.-and employees.
1 B6 it enacted by the Senate and House of Representa-
2 tives of the United States of America in Congress assembled,
3 That any officer or employee in any department or agency
4 of the Federal Government who wishes to make his person-
5 nel and confidential files available in any committee of the
6 Congress or any investigating committee created by the
7 Congress for the purpose of refuting any rumor, suspicion,
8 innuendo, or charge, direct or indirect, formal or informal,
9 may, in writing, request the head of such department or
10 agency to release or make available his personnel and con-

1 fidential files to such a committee, and upon receipt of such
2 request the head of such agency shall hake such file avail-
