S. for use in the U S., its Territories, or possessions, and for other purposes* le Subject bills have been reviewed in response to your re- quest. These bills are identical to each other and substantially the same as the "home leave" provisions of H.R. 3820 on which we have commented previously. 2. It is noted that the proposed change in section 2062 (f) would require that home leave taken in Territories or possessions be used outside the area of employment. We believe this limitation, not indicated in H.R. 3820, is a necessary feature. 3. It is recommended that the Agency continue its efforts to obtain home leave benefits for its employees through. support of these bills. Harrison .
