It does not appear that the Agency will require legislation similar to this Act as the Act, if enacted into laws will cover those military personnel detailed to CIA. It appears that the scope of this proposed legislation is purposely limited to the armed forces to provide for relief of certain members of the armed forces, who, on return from an overseas tour of duty, were charged with transportation costs for poundage in excess of 9,000 pounds net. This came about when certain provisions of the Joint Travel Regula- tions established pursuant to the Career Compensation Act of 1949 were limited by the appropriation Acts of 1953 and 1954.
