IIEMORANDUM FOR: Legislative Counsel
SUBJECT: Current Proposals Affecting Federal Pay Increases
1, We have noticed in some newspaper accounts of discussions
concerning proposed Federal pay increases that consideration is being
given in some quarters to providing for increases on a retroactive
basis. We are particularly concerned that the language of any such
provision be sufficiently broad to allow granting such retroactive
increases to employees of this Agency as am granted to other Federal
employees compensated in accordance with the schedules of the Classi-
fication Act of 1949, as amended.
2. Because of the number of proposals being made and the very
active consideration being given this subject, this Office will not
prepare separate carnnents concerning the various specific proposals
introduced. We believe that the Agency should generally endorse
proposed salary increases which are 'tieing considered for other
Federal employees compensated on the same general basis.
