We briefed Senator Douglas on an unclassi-
fied basis on the broad aspects of the defector
program rather than write a detailed answer to
the attached letter. This was cleared through
the Department of State and the White House.
The Senator seems satisfied with the emphasis
given to this program, but asked that consid-
eration be given to a public statement on asylum
by the President or the Secretary of State. I
suggested this might be an appropriate matter
for you to bring up in the Operations Coordinating
