Attached is an opinion dealing with the
authority of the Director to let the contracts
for the proposed CIA building. There is dis-
cussed the position of the General Services
Administration that they have a pre-emptive
authority in this field. The opinion concludes
that the Director has full authority and responsi-,
bility in this field under the existing statutes.
Prior to sending this to Mr. Dulles, you may wish
to read it and possibly discuss it with Larry
upon his return on Thursday, 1 September.
