As you are aware, a program for additional radio monitoring
has recently been approved by National Security Council action and has
been included in the Budget message to Congress. This program
involves the expansion of the radio monitoring capabilities of the
Federal Communications Commission and will not only be of consider-
able benefit to the departments and agencies of government which are
users of the radio spectrum but will be responsive to national needs
for more complete information on radio frequency usage.
January 14, 1954, has been tentatively set by the House
Independent Offices Sub-Committee on Appropriations as the date when
it will consider the budget presentation of the FCC in which this
item for additional radio monitoring appears. The FCC, in turn, is
requesting the sub-committee to take up this additional monitoring
item at a closed session prior to a consideration of other items in
its budget.
It will be appreciated if representation from your agency
can be present during the forthcoming consideration of this budget
item for the purpose of indicating the support of this program by
your agency.
It is requested that all designated representatives be in
attendance at a preliminary discussion of the budget presentation at
2:15 p.m. , Monday, January 11, 1954, in Room 159, Executive Office
Building.
In order to conserve time, it will be appreciated if you
will have your representative contact Mr. William A. Porter, my

Assistant Director for Telecommunications, as soon as possible,
