Section 2. "No other designation shall be used to classify defense
information, including military information, as requiring
protection in the interests of national defense, except
as expressly provided by statute."
"S~~^tiorz L. No Statutory Requirements. Nothing in this order shall
be construed to authorize the dissemination, handling,
or transmission of classified information contrary to the
provisions of any statute."

The "minimum standards established by their regulations
shall not supersede any higher standards established
by appropriate authority."

replace, change or otherwise be applicable with
respect to any material or information protected
against disclosure by statute."

transmission of classified information contrary to

Presidential directive which restricts this dis-
semination, release, handlings or transmission of

herein means official information the safegua~ing
of which is necessary in the interest of national
security, and which is classified for such pur-
poses by appropriate classifying authority."

system" as used herein means any document,
product, or method employed to change infor-

or to change information from coded form into
