1. Attached hereto is a draft Executive Order
with reference to the administration of mutual security
and related functions. Also attached is a copy of a
letter from the Deputy Under Secretary of State for
Administration, transmitting the proposed order to
the Director of the Bureau of the Budget.
2. Inasmuch as Agency comments have been re-
quested, would you please let me have your comments
so that a coordinated reply may be prepared for the
Bureau of the Budget.

Dear Mr. Hughes:
I am submitting herewith a draft Executive Order for
approval of the Bureau, the purpose of which is to enable
the Secretary to carry out the recommendations contained
in the Joint State-ICA Task Force Report on Refugee and
Migration programs. This Task Force Report was previously
supplied to the Bureau.
It is the Department's plan when this organizational
change is made effective to leave UNREF with 10 and to place
ICEM and USEP in an organizational unit in SCA parallel to
RRA.. I believe this plan of internal organization has been
outlined informally to Mr. Macy of your office.
It is our desire to make the transfer of USEP from ICA
to State proper as soon as possible. We would therefore
appreciate the Bureau's early approval so that my staff may
work with Mr. Macy and his staff directly in the matter of
setting the definite transfer date.

ADMINISTRATION OF MUTUAL SECURITY AND RELATED
By virtue of the authority vested in me by the Mutual
Security Act of 1954, as amended (68 Stat. 832; 69 Stat. 382),
including particularly Sections 521 and 525 thereof, and as
President of the United States, it is ordered as follows:
Section 1. Section 104(b) of Executive Order 10610 of
May 9, 1955, 20 F. R. 3179, is hereby amended by renumbering
sub-section (4) thereof to read (5) and adding as a new sub-
section (4) the following:
"(4) carry out the functions under section
405(d) of the Mutual Security Act of
1954, and . . , "
Section 2. In connection with carrying out functions
under Section 405(d) of the Mutual Security Act of 1954, as
amended, the Secretary of State is authorized to transfer
or assign elsewhere within the Department of State such
offices, officers, personnel, property and records of the
International Cooperation Administration as he shall designate.
