SUBJECT : Public Buildings Purchase Contract Act of
1954, 1o U.S.C. 356
1. Attached is an extract of this statute which provides
in general for the construction of new federal buildings through
a lease-purchase scheme.
2. The extract makes it evident that this statute pro-
vides no mechanism for avoiding formal consideration by and
approval of such entities external to CIA as the Bureau of the
Budget, the General Services Administration and cognizant Con-
gressional Committees.
