SUBJECT: Discussions Pertaining to Liberalization
of U.S. Immigration Act
1. As a result of a survey conducted by Mr.
of this office, the following suggestions were submitted regarding a
possible liberalization of U.S. Immigration Act:
a. NE and SE Divisions recommended we obtain authorization
whereby CIA Chiefs abroad can arrange to move the name of a
foreign individual up on the local quota registration list by
certifying that he has been of help to the United States Govern-
ment.
b. NE and SE Divisions also recommended that we examine the
possibility of unsubscribed quotas reverting to a central pool
for use by all U.S. agencies in connection with cases believed
to be worthy.
c. SR Division indicated that if a foreigner has been of
service to the United States Government for five years and we

vouch for his conduct, that such action alone should be sufficient
to arrange his entry.
d. 10 Division recommended that the five-year active opposi-
tion to Communism provision in the MoCarran Act be removed and
that we substitute therefor certification by appropriate U.S.
security officers to the effect that the individual involved is
not now a member of the Communist Party, has disavowed Communise,;
or is an opponent thereof. They also expressed concern over the
fact that there is no exception in the law which would permit
tourism without fingerprinting the persons involved, etc. They
indicated they would like to provide for guided tours of the
United States by Soviet citizens. 10 Division also favors
liberalization of quotas for Soviet orbit countries.
