Dear Mr. Scull: The Central Intelligence Agency has not been specifically requested to comment on a bill To amend section 602 of the Federal Property and Administrative Services Act of 1949 with respect to the procurement and supply of transportation and storage services, " which is now being considered by the Sub- committee on Reorganization of the Senate Committee on Govern- ment Operations. We are very much interested, however, in the subject matter covered by this bill. In this connection, we would like to inform the Committee that this Agency is responsible for the transportation and storage of a large volume of materials which bear a security classification. In addition, it is infeasible to separate classified and unclassified items, both of which may be stored in secure warehouse facilities. For these reasons, we feel that the provisions contained on lines 7 through 10 and 13 through 16, on page 2 of the Committee Print of 21 April 1956, are desirable. and necessary insofar as this Agency Approved For Release 2002/05/08 : CIA-RDP59-00882R000200020017-7. We wish to emphasize, however, that we would expect to use transportation and storage facilities arranged by the General Services Administration in all cases where security factors are not involved. In view of the fact that you have requested comments by 27 April, this is in the nature of a summary report, and we will be happy to elaborate on the matter if the Committee so desires. The Bureau of the Budget has indicated that it has no objection to the submission of this report.
