Reference is made to your letter of April 7, 1950s
relative to the repeal of section 9 of the Central Intel-
ligence Agency Act of 1949 (Public Law 110, 81st Congress).
This office concurs that Section 9 of the Central In-
telligence Agency Act of 1949 no longer serves its original
purpose, in view of the subsequent enactment of the
Classification Act of 1949, and should be repealed.
It is noted that the advent of the Classification Act,
which excludes your Agency from its purview, results in
there being no speci.fle statutory expression of personnel
policy for the Central Intelligence Agency. For other
agencies of the Cioverrasent, which are excluded from the
Classification Act and which are not provided for elsewhere,
this office is coordinating efforts to obtain expressions
of personnel policy in the organic acts of the agencies
concerned. Proposals along this line will be submitted to
the first session of the 82nd Congress.
This has been discussed with representatives of the
Central Intelligence Agency and we understand that the
Agency will propose an amendment to its administrative
act along these lines for submission to the first session
of the 82nd Congress.
On this basis$ the Bureau of the Budget would have
no objection to the presentation of the proposal to the
Congress for its consideration.
