proposed enabling act. ': s believe all u eersssry provisions have
been eliminated and what ree ins is thoroughly justifiable. Wote
that in Section 6, subparagraph 5, we have added the words "without
regard to provisions of law to the contrary". We real this phrase
would create an exception to existing laws such as G.OC3 operates
under, or possible future laws. io ever, this is a proviaiax~ ra*1

rec nd that if possible our entire revised bill be discussed with
the sow budget officers who commented on our prior draft, before
