1. After checking with Security I contacted the
General Counsel of USIA who in turn put me in touch with Tom Roderick
of the General Counsel's Office. I asked about theme dual cep)- 25X1
r.n etion question without mentioninrs a name. Mr. Roderick told me tl*!tt
USA has considered this question before, that is, the question whetl,r,
under the dual compensation statutes emnlovees of other agencies caubi
be hired by USIA under their "service contract" Procedure. They had
~snswered this in the affirmative except in those cases where the work
of the employee with the original agency is substantially the same as
that with USIA. USIA is therefore interested in being told the duties:;
oC such emnlovees with their home agency and, needless to say, the fact
that these people are employees of another agency. The General Counsel's
Office is now considering a provision to inp,lude in their contracts Aeich
4oould require the employee to furnish this l of r Lion. It was not c'ear
just how much of this gene is furnished under Present contracts.
