1. I I in connection with his "possible
job with Voice of America and the dual compensation question recently
submitted to us. I advised him that it was almost certain that there
would be no objection to his accepting the assignment with Voice of
America and suggested that he go ahead and negotiate with them. He
should tell Voice of America that he has raised the dual compensation
question with this Office and that he wants to know the law or regu-
:1 !tion which is the authority under which he is being hired. He will
at that time consult with us.
