In the course of drawing together the various travel and allowance authorities, I encountered section 214 of the SR,GC,FA, which refers to a 1946 circular of the Bureau of the Budget; this is the only reference in those regulations or any- where else, so far as I can determine, providing for the general application to civilian employees of the provisions of 5 USCA 118 a. 2. Checking the Bureau of the Budget rules on file in this Office,. I found that the circular number referenced is now assigned to a different subject, and that we have no copy of the referenced circular. I called the Bureau of the Budget and was informed by them that they had nothing to do with this and had turned the whole thing over to the Department of State. 3. I then called State and spoke to Mr. Dayton W. Hull, Chief of the Allowances Division. He was familiar with the circular and sent me a copy, which is attached to this memorandum. He advised me that State covered the provision of quarters to its own personnel in the Foreign Service Manuel but that no State regulations have been issued covering the provision of quarters in kind. He said that the responsibility for issuing such regulations rests with Mr. Hughes, Chief of the Foreign Building Office of the Department of State, or his deputy, Mr. McCloy, Extension 4908, but that they had been dragging their feet on this for some time. Mr. Hull said, in fact, that he would appreciate my calling Hughes to pick them up on the matter, but for obvious reasons I did not do so.
