Aa attempt was made by the Agency to resolve the problem of 25X1A6A in the initial draft of the proposed legislation forwarded to the Iareau t earlier this year. in effect that version of the Bill wont have permitted the Agency to treat all territories, in cludiag i areas for the purposes of &Uowances and other benefits. as foreign the Budget on an informal basis indicated vigorous objection to such treatment and argued that probably it would not receive favorable action in the Congress. The Career Council upon being informs opgr'sitioa agreed that the Agency should not press the matter and the proposal has been dropped from the bill. (a) As a result of a special Whits Mouse Committee under H Philip Young as the Preside soaasl Adviser, there was introduced in February of 1995 a Bilt entitled "Overseas Aliowance5Aet of 1958". The purpose of the study group and the .Bill was to establish government-wide allowances on a more equitable basis. In that Bill which had the 25X1 A6/ administration's approval, the trust territories, specifically iacludi were established for allowance purposes as a foreign area. However, it was a zaed that for security reasons 25X1A6A it would be extremely difficult to pis poiat~ legislatively without compromise to security.
