Defense Positions for Scientific and
Professional Personnel

2. You inquired about the meaning of the amendments to the
Executive Pay Act establishing up to 120 positions in the Depwrtment
of Defense and not more than 25 positions in the Nstiseti l Security
Agency for research and development functions relating to national
defense.
3. The original Act of 1947 provided or 6 such positions to the
entire Department of Defense and compensation was to be between
$10, 000 and $15. 000 per annum and would be established subject to
the approval of the Civil Service Commission. The new am
provides that any of the positions sriusd may be paid between
$12, 58h and 9, 000 per anxmm but aga-tn, the establishment of each
salary is subject to the approval of the Civil Service Commission
except that any one position drawing under $12.500 under the old Acl
will automatically go to $12. 500 alder the new Act. All of these
positions are included by statute in the Classified Civil Service and
the Act requires approval of the proposed appointees qualifications
by the Civil Service Commission or its designee. Pressmably,
therefore, a schedule would be set for this group so that, as an
example, the 25 positions is, the National Security Agency would be
scattered between $19, 000 and $12. 500; but if the Civil Service were
to approve, it is technically possible to have all ZS positions at
$19, 000. Full reports an all appointments and gppointee s must be
made to Congress each year.
