Memo for DD/P from Office of the General Counsel, dtd. 14 Aug/54, subject: Gift to from the Director 1. This memorandum is submitted pursuant to the provisions of the Reference a. CIA Regulation, which prescribes the requirements for notifying the appropriate Agency officials of the receipt of gifts from foreign governments. This information confirms and supplements an oral report to higher authority made on or about October 17, 1954. 2. On or about 5 October 1951, just as the undersigned was in the 25X1A process of departing from at the end of a four-day official visit, a liaison officer from the Service arrived at the 25X1A hotel room of the undersigned and presented a gift with the compliments of his chief, The gift consisted of a silver tea service of some four or five pieces, including the tray, and is apparently of recent _ manufacture. The tray bears an engraved inscription indicating that Mr. Frank J. (sic) Wisner was presented with the silver Service in recognition of his services and assistance to the or words to that effect. The timing and other c rcum- stances of the gift were such as to render it extremely awkward to decline its acceptance and the bulk of the tea service, except for the tray, was left in the custody of the CIA station ink The tray 25X1A is currently held in the custody of the undersigned and the entire service is subject to the disposition and determination of the Agency. The cost or value of the tea service is not known, but is estimated to be not less than $100.00. 3. It is noted that the Office of the General Counsel riled upon a similar gift during the month of -August, 1954 (Reference b.).
