REFERENCE: Your Memorandum to the Chairman, CIA Career
Service Board, subject as above, dated 2 "'arch 1953
1. This memorandum confirms m;r telephone conversation of

2. IMir. Kirkpatrick has reviewed the proposal and has asked
me to advise you that, since the individuals who will benefit from
this ?grogram are native and alient employees and not staff employees,
the CIA Career Service Program does not apply to them. Therefore,
the CIA Career Service Board can not offer an opinion on the pro-
posed program.
3. MTr. Kirkpatrick expressed his opinion that, from the
Agency's viewpoint, he can see no objection to the proposed
longevity awards program provided it conl'orrns to the Agency's
Budgetary and Security policies.
