Approved For Release 2002/01/02 : CIA-RDP59-00 2R000200330123-5 MEMORANDUM FOR: General Counsel THRU : Chairman, CIA Career Service Board SUBa CT : Authority to Award Medals of the Armed Services and of Other Federal Agencies REFERENCE : Memorandum to General Counsel from Vice-Chairman, CIA Honor Awards Board, subject "Authority to Award the Medal of Freedom", dated 5 August 1953. 1. The Deputy Director of Central Intelligence has raised a question as to whether or not authority could be delegated to the CIA to make awards of medals and decorations of the Armed Services and other components of the Federal Government to CIA personnel. 2. Would your Office please examine the various laws governing the award of such medals and decorations, and determine if there are any legal bars to the delegation of such authority to CIA. The Honor Awards Board requests that the exploration of this subject be conducted entirely within the Agency.
