Some time back this Office was asked what would be necessary to authorize the Director of Central Intelligence to award the Medal of Freedom. After consultation with the Bureau of the Budget, who in turn consulted with the Department of Justice, we are informed that a memorandum or letter from the President to the Director of Central Intelligence will suffice. There is no stated preference, but I recommend the use of the memorandum form as being more clearly to the position of the Director rather than to the incumbent Director personally.
