This morning I went to see Mr. Titus of the Bureau of the Budget and went over the subject of the presidential directive. Apparently the Bureau of the Budget does not particularly care what form the directive takes. Mr. Titus gave his personal opinion that, although either a letter or memorandum form could be used if the directive were designed for public release the letter form would be preferable. 3. Attached is a draft letter to the Director containing the wording which was worked out with Mr. Titu?. this morning. In looking it over I make the suggestion that we might want tc add some thing to show that the authorization is not to Mr. Dulles personally but would remain for the benefit of his successors. and Mr. DATE: --- January lj 1.
