Carter Service Board PROM S Acting General Counsel establishment of Criteria for Ten Year Commendatory Letter re service in the Field of 1nte:Lligence RFFFRFMCF: CSB Memorandum, of 19 March 1953 to General Counsel in reply to the request contained in Para]-,raph 3 of the reference memorandum the records of this office disclose the infor,na- tion set forth hereafter in Paragraph 2. )I was established by !xecutive Order of the President on 11 July 194l and on 13 June 1942 by ?'Lilitary order of the Presider t as Commander in Chief it became OSS, wit}, the exception of the foreign information activities which were transferred to OWI on the same date. `DWI remained separate and went out of existence in 19h5. By Fxeci tive order of 12 September 1945 the Research and Analysis Branch and the Presentation Branch of OSS were transferred to the Denartment of State. effective 1 Octobor 1945. The remaining functions of 05S includir, personnel, property, records and funds were transferred to the War Department by x']cecutive Order of 20 September 1945 and the functions Of the Director and of the Joint Chiefs relating to the Director's functions were transferred to the Secretary of War. on 27 Septeml:-r 1945 Secretary Patterson created SSU, appointed a Director and aut iorized 'aim to preserve the functions and fac1litics needed for permanent ,:?eacetime purposes under tho Assistant Secretary of War. Who made !SU almost autonomous. CIQ was created by the President b; letter of 22 January 1946 which was jointly directed to the Secretaries of State, War and Navy. CIG was placed under the NZA. The 'BID function of con- ducting monitoring of press and foreign propaganda broadcasts of flreicrn powers for he collection of intellizence information related to tie national security was transferred from G-2 of the Army to DCI by ItA Directive No. 5 of 8 July 1946. on 3 April 1946 the Acting Secret3X 4r of War directed the liquidation of 3SU which ceased to function as an operating; entity effective 19 October 1946. The Army-Navy Washing .on Documents Canter, formed in 19ti5 from psrt of G-2 and part of ONI ias transferred to CIO as a unit or 1 December 1946. The National Security Act of 1947 established the CIA in September of that year and them was transferred to it the personnel, prooerty- and records of CIG.
