SUBJECT: Intellieeeee Medel
1. We have submitted to the Bureae of the Bueget e eroposed
Executive Order authorizing eward of 0 tedal to retogniee oatstand-
ing service in the field of intellegerice. Tbe Bureau asked on vha_:,
statutory basis the President int3 to issue the order. We answered
that there is no statutory beels, but that we know of AC etatutory
prohibition which would preetet the President from iceuene the order
under hia inherent powers as Chief Executive; and that eo far az ay
expenditure of funds would le eoncernee, we had adequate 'authority te

2. On 10 December the Bureau asked if the medal could not be
iesued under Section 14 of the Admelietratiee Eepeedieuree Act of

and to provide for honornry recognition of exceptices1 or meritori we

3. In summation, it appeaee that the Euxeau of the Budget eiel
not recommend approval of our proposed t:ecutl-ve Order on the groUeee
(a) that the President has no seecefic seatutory autborite to issue
such an order, and (b) that there exise ether authoelties for th,a
of a department to recoenize meritorieue service.

recommend the proposed Stecutive Order for an intelligence medal to
the President for signature on the ground (a) that the President IlJgz
inherent authority to issue su4h all order and (b) that existing
authorities do not provide adtgate recognition for outotanding coa-
tributione in the field of intelligence.
