SUBJECT : Processing for Publication of Papers Approved by
the CIA Career Council
1. At the 15th meeting of the CIA Career Council on 17 November,
the Deputy Director (Support) proposed, and the Council approved, that
Regulations, Notices, or other staff papers which have been approved
by the Council will not require further co-ordination within the
Agency prior to publication. The authentication of such papers, for
the record, will be a memorandum from the Chairman of the Council
certifying to the DD/S that the Council has approved the paper in
question. On the basis of this memorandum, the DD/S will authenticate
the paper for publications
2. You will note from the transcript of the meeting, a copy of
which is attached, that I assured the Council that I would, to the
extent possible, take care of "prior co-ordination", especially from
a technical Regulations Control Staff point of view and from a legal
General Counsel point of view.
