The Chairman presented a memorandum from the Executive Secretary, Career Service Committee, dated 17 January 1952, on the subject of dis- ability compensation, in which the Career Service Committee requested the Working Group to study and develop information concerning disability bene- fits similar to those offered by the Army to uniformed personnel for ser- vice-incurred disabilities. The Chairman of the Working Group presented a review of benefits available to governmental employees under the terms of the Compensation Act of 1916 and amendments thereto of 1949, giving emphasis to disability benefits. 5. The Chairman agreed to prepare a tabulation of approximately ten cases covered by the above Act, which clearly set forth the disability benefits available to governmental employees under the Compensation Act, as opposed to those available to Armed Service personnel. The balance of the meeting of the Working Group was devoted to discussion of Health Insurance. The Working Group concurred that government-furnished Health Insurance would be an outstanding benefit in a Career Service Program. In this connection, the Board of Directors of the Government Employees Health Association is currently assembling proposals for the handling of the Agency Health Insurance Program from principal insurance companies. It was agreed that a representative of the 3oard of Directors should be invited to discuss this study with the Working Group at its next meeting in order to insure consideration of career benefits in any plan that may be finally accepted by the Board of the Health Association. One question stands out: "Can dependents be covered under terms of a government-supported insurance program?" 7. The meeting adjourned at 1700 to meet at 3:30 P.M. on Thursday, 24 January 1952. The location of the meeting will be announced by the Chairman. 25X1A9a Distribution: 25X1A9a, 2) Vri Secretary Approved For Release 2001/03/01: CIA-RDP59-00882ROO0300010033-9
