Following is a tentative listing of the benefits considered desir-
(a). Additional ' pay for service involving unusual hardship
and hazard.
Funds gnlationa authorizing pays within-grade advances, and
(b Extension of the authority contained in Confidential
grade prbmotioni for individuals who are detained involuntarily
,to include those employees paid from vouchered funds.

of the material on Coi niasioned Services now in preparation by a
task Force.
Also, there will be a considerable amount of time required
for the assembly of specific reasons for change from the present
system.
(g) An appropriate and adequate leave system for all over
Bess employees.
(h) A meritorious award system should be devised which will
provide for recognition of distinguished service to the Agency
as well as.for new and more efficient administrative procedures;
.Such awards may be medals, monetary,. documentary, or a combination
of all three.
