b. Assimilated grads for ungraded personnel will be designated
by the exwyaeewadsr. concerned. Ungraded personnel of grade 18 and above
are gonerally considered supervisory personnel.
a. The list in a above will be applicable to civilians in
categories such as accountant, appraisers, arahitiot,,pivil official,
olork, contractor, crafts -, chemist, engi r, foriuasn, interpreter,
laborers, o#'fiaers and eaployaes of the foreign service or other persons
having a dipla -tie or consular status, sutler, techniaian, technical
observer, scientist, stenographer, subprofsssional side, superintendent,
and other miscellaneous positions not specified. The applicable non-
oc sissioned assimilated grade will be used in cases where the nature
of the it performed makes these designations more appropriate than
that of a commissioned officer, for assimilated grades of war oor-
rwespondents, entertainsrs, end kid Cross workers, see paragraphs 7

sonnel olaseified under Civil Service rules and regulations, but will
be utilised also for ungraded personnel and nonawsabatant non-Fadersl
employees. Classitioatiou and assimilated grade will be based upon
the type of duties to be performed. Issuing authorities are author-
ised when issuing oertifioates to mace variations with respeot to
olassifioation and grade only to the extent neoessory to avoid hard-
ship in exoeptional aaeea,, and every effort will be made to maintain
uniformity of olassifieation.
