SUBJECT: Relief of
from Jury Duty

1. who is an instructor in the Counter-
espionage Operations Course, Office of Training, has received a
summons to serve as a juror. She is to appear on 1 March 1956
in the United States District Court for the District of Columbia,
3rd Street and John Marshall Place, N.W., Washington, D. C. On
the advice of the Office of Security, called the 25X1A9a
Clerk of the Court to inquire about the possibility of being
relieved from this duty. She was referred to Mr. Bellinger who
stated that such action would require a letter from the Agency on
her behalf to the Honorable Bolitha J. Laws, judge of this court.
2. This summons has come at a most inopportune time as OTR
is now in the midst of preparing a new Counterespionage Operations
25X1A9a Course for advanced students which is scheduled to begin on 25X1A9a
19 March 1956. who is assistant to
25X1A9a the Chief Instructor, has a vital role in the completion
of these preparations and OTR, without her assistance, will be
unable to meet its commitments to provide training in this specialty.
There are no other instructors who are qualified to replace her at
this time. Her absence would cause a serious setback to a vitally
needed course. This first running has been already oversubscribed
by three times the maximum enrollment. And even with 25X1A9E
full services, 0TR will be able during the remainder of 1956 to
provide instruction for only about fifty percent of the present
student backlog.

3. The Office of Training wholeheartedly believes that its
members should fulfill their duty as citizens; several have recently
concluded jury duty. I believe, however, because of the urgency
of the requirement placed upon 0Th for CE instruction, that we are
justified in requesting that action be taken to obtain the relief
of from jury duty and I therefore ask that the
appropriate representations be made,
