The attached correspondence with is self- explanatory at least to the extent of indicating to you a problem which bothers a number of our consultants. It is the far from novel one of a possible conflict-of-interest between the two roles of advisor to the Govern- ment and seller to the Government, from neither of which the individuals wish to be excluded and neither of which is it in the interest of the Govern- ment that they be excluded. 2. 1 have encountered another example of the same problem in refusal to permit any contractual relation between the and this Agency because of his services to us as a con- sultant. His attitude has denied us access to the preferred or only source of supply of certain products unless and until we are willing to pay the price of foregoing his extremely valuable services as an advisor. 3.
