My dear Mr. Young :
heference is made to letter dated March 17, 1953, from Mr. C. L.
Edwards, Executive Director, requesting the views of this Office as
to the possible discontinuance of the present practice of notifying
the General kccounting Office where records of the C vil Service. Com-
mission suggest violations of the dual compensati tatutes. As
stated by Mr. Edv9ds, this practice commenced as the result of in-
structions contained in letter of this Office, A-21263, dated January 30,
1926, to the Commission. It is urged that the necessity for contin-
uation of the practice be reviewed in the light of the costs of process-
ing the cases and the limited recoveries made, resulting, in part, from
the limited number found to represent dual payment after investiga-
tion.
A study of the matter was made by this Office and the results
thereof showed that some modification of the practice now in effect
is desirable. Accordingly future cases which arise in your office
showing possible violations of the dual compensation statutes need be
reported to the General Accounting Office for development only if the
records indicate the possibility of a violation for a period greater
than two calendar weeks and in an amount in excess of $100. It is
believed that such a change in the present procedure will result in

on a proper basis, and also will greatly reduce the number of cases
which are required to be submitted here.
The instructions contained in letter of this Office, A-21263,
dated Ja nuar~- 30, 192b, are modified accordingly.
