1. Reference is made to the telephone request on 22 September 1955
of , OGC, regarding Subject, and subsequent clarification thereof.
Specifically, this office was requested to furnish information concerning a
report made by while an OSS/MO employee in the Far East,
describing his treatment while a captive of the Chinese Communists during
the latter part of 1945. Your request further indicated that the report in
question was made to the OSS/MO Branch Chief in China.
2. An extensive search through the files of a predecessor organization
for the area in which was active failed to produce a copy of
the report described in paragraph 1. However., the files of a predecessor
organization contain information that indicated that the American Theater
Commander, General A. C. WEDEMEYER, requested that reports be compiled by
captured American OSS personnel immediately after their release by the
Chinese Cc +uni sts. General WEDEMEYER, it seems, was particularly interested
in a full account of Chinese Communist treatment of captured American 06S
H;,ersonnel, because the mission in which was captured resulted in the
death of an American 0SS officer, at the hands of the
Chinese Communists. The files of a predecessor organization contain a
i z~ rt that described in detail the circumstances surrounding Captain
o o death and the concurrent capture of = two other American 056
personnel and several other indigenous persons who formed part of
party. Since General WEDEMEYER expressed a keen interest in the case out-
lined above, it is possible that the Department of the Army may have a
copy of the report in which you are interested.
3. For further information concerning Subject it is suggested that a
check be made with Security Office.
