SUBJECT . Report on Legal Situation

OGC HAS REVIEWED.
1. Upon arrival I found a great number of matters requiring oral
advice, some of which are pressing from the standpoint of time. One
such case is the need to work out a uniform method of reporting income 25X1A
by witting employees and answer other tax questions of
employees. Many others are points of law and affect going opera- 25X1A
tions, i. e., agents' income tax and money transfer questions. Also
pending was the completion of arrangements for trial of traffic and auto-
mobile charges against staff personnel in areas other than AA 25X1A
2. The _ case (automobile accident invoI J5X1the car assigned
to the Chief of Mission) had reached the point where felt they
must cease delaying decision on application for leave to sue. This has
been resolved by our bringing suit first and the case was in need of
being pushed. One other accident case involving a Mission car had been
started in the meantime, but is not so serious.

3. The case was at a point the submission of a
report of condition was necessary if we hope to try to liquidate the
debt before he moves his factory. There was also a considerable amount
of correspondence needing answers as to liquidation, 25X1A
and other projects.
1.. All correspondence was answered that could be done in the
absence of a Legal Advisor and everything had been postponed where pos-
sible. Everything was evidently well up to date at the time of -
departure and all problems during his presence were very capably handled.
Because of this, and because of good organization of other correspondence,
everything can probably be back to normal by 10 May.
