They are most helpful in giving not only an understanding of your own program but of problems basic to the whole of the loyalty-security system. The proposed regulation is an unusually interesting effort to maintain the needed secrecy and at the same time to give the employee all practicable information. The discussion last night and your comments have confirmed my belief that the particular riethod of selecting hearing board members under Executive Order 10450 is unfortunate. It does not secure members who are independent and who will not be fearful of the practical consequences on them and their positions. No? does it provide any useful kind of expertness, since the members are not experienced in handling such cases nor are they conversant with the problems of the particular agency involved. The comments on the defects in the espionage laws dealt with a matter which we have not so far consi- dered. Perhaps our Committee'will be led at least to point out the relation of criminal sanctions and the practicability of their uses, with the personnel security programs.
