25X1A6a 1. Reference is made to the attached case file on
tie automobile accident which occurred 23 April 1951.
This file is being referred to your office for review and
appropriate action.

2. You will note that the Government Employees In-
surance Company has q)pealed the Governmentts denial of
liability in the instant case on the grounds that their
client was not exceeding the legal speed limit (55 mile
speed zone) and a contention that their client did have
his vehicle under sufficient control and could have cleared
the ~ehicle had this vehicle not skidded into a position
blocking both the inside and outside West bound traffic lane.

3. In view of the insurance company's position with
respect to this case and the possibility that they may take
the case into court it is suggested that consideration be
given to providing with legal counsel authorized to act
on behalf of the Commanding Offic in conducting direct 25X1A6a
negotiations with the Government erploy es Insurance Company
with a view towards reaching an out-of-court settlement of the
original claim.
h. Any action taken with regard to Subject claim should
be handled so as to avoid compromising the cover status of=
