25X1A6a SUBJECT : - Mission Motor Vehicle Directive dated. 31 August 195+
1. I have read the attached. directive and the proposed Declaration
25X1A9a of Trust with some interest. - change in our standard form has a
commendable aim, although I am not certain that it achieves in itself
the purpose for which it is designed. The matter of "unauthorized usage"
remains one of fact and. a policy decision of the mission reflected in
appropriate regulation would. suffice for a definition of the Agency
position in these situations. However, I see no objection to leaving
the additional paragraph in the Declaration of Trust for what it is
worth.
2. The Declaration of Trust would apply, of course.,. only to
quasi-personal vehicles or to those official vehicles registered in the
name of the Motor Vehicle Control Officer as an individual. The defini-
tions of "official" and "quasi-personal" vehicles under Section II con-
form to established usage, although the "official" vehicle d.efinitiou
is somehwat confused by Section V.A. when it states that "the fact that
an official vehicle may be registered. in the name of a specific individ-
ual * does not mean that the vehicle is for his use only." If this is
intended to refer to individuals other than the Motor Vehicle Control
Officer of the Mission, it is misleading. Otherwise no comment.
