continuation of this service is questionable as to legality in
view of Comptroller General's Decision B-66287, Volume 28, pages
1, 2, 3 and 4, which states that the furnishing of transportation
facilities to employees from their place of residence to the place
of their employment is considered a personal expense of the
employees and is not permitted to be paid from appropriated funds
unless provided for in the appropriation either expressly or by
necessary implication.
2. In view of this Comptroller General's Decision, this Office
re uested information from the Assistant Director for Operations,
DD/I, as to whether funds were included in any of their appropria-
tions for the purpose of transporting personnel to and from_ 25X1A6a
Office any additional information which might have a bearing on this
subject. The reply from the Acting Assistant Director for Operations,
DD/I, which is attached as an enclosure, indicated that a similar
service was necessary at the 25X1A7b
and further requested that they furnish the Logistics
