Since the objective of training support is to ensure that operational
failures do not result as a consequence of inadequate training and proper
'Use of Agency personnel, it is urged that the developsent of training
sego/resents proceed free a qualitative analysis of the manpower ?omitted
to each project in terms of his qualifications to carry out the specific
tad' involved in each case.
