Effect of a Manpower Reduction and Adequacy
of Current Manpower Authorization in Light
of Requirements
1. This memorandum is responsive to a request to the Heads of
Executive Departments from the Chairman of the House Committee or
Post Office and Civil Service relating to the conservation of manpower and
a 10% reduction in the number of civilian employees of all departments.
2. The ceiling and on-duty strength as of 31 October 1955 for staff
employees in the DD/P area is as follows:

The difference between the above figures represents vacancies which are
localized for the most part in the for special projects and in 25X9A2
25X9A2 the which is just now being brought up to total authorized
strength. Since the difference in ceiling and on-duty strengths amounts to
positions authorized by DCI on 18 August 1955 as special items over and
above the on-duty at that time, it is necessary to figure any consideration
25X9A2 for reduction as 10% of This is also necessary for compara-
bility with question three in discussing requirements beyond our present
ceiling. No additional authority exists for staff agents outside the above
ceiling authority.
3. The Inspector General's ad hoc committee has proposed three
questions, which are answered below:
a. First Question:
What procedures would DD/P follow if a 10% reduction
from manpower on duty 31 October. 1955 was required, and
describe the manner of arriving at such a reduction, including
proposed time table ?
