In respect to the development of a functional reporting system,, we have established a formal program which places responsibility in major organlastional elements. The application of an A.ganqy personnel ceiling, of which I pre- viously advised you, has resulted in the elimination of - previously authorized positions. In the matter of developing staffing standards, we have completed and made installation of an entirely new as wer control mechanism which after adequate testing should provide the operating offices with a far better means of securing good manpower utilization.
