This is in response to request to heads of Executive Dep artmer is from Chairman of the House Committee on Post Office and Civil Service re- lating to the conservation of manpower and a lip, reduction in number of civilian employees of Departments. The following is the pertinent: data relative to the Office of Conununications ceiling, and on duty strength of staff employees. Regular Activities - sailing On Duty 30 Oct 195: (a) Headquarters & U.S. Field (including the executive and technical staffs) (h) Headquarters Signal Center (c) Overseas Activities Special Activities - EMIT., COMINT, and 3. The Office of Communications is a supporting activity and is not in position to make a final evaluation of the end products developed from the services it renders. Therefore the determination of which functions should be curtailed or eliminated would have to be arrived at by the op- erational components of the Agency. The functions performed by the Office of Communications that are separate entities are shown on attachment "A." Also shown are the possible sav:i. ifs fron elimination of the function-, and estimates of the largest savings considered possible and still permit gainful, though reduced operation of the functions. 4. The Office of Communications is not flowingly and directly dup- licating functions of any other Agency components. It is performing the same functions, ELINT and. Therefore, the work performed in these fields by the Office of Communications is complementary to the over-all Government mission and does not duplicate the efforts of other Government agencies. 5. `there are functions which are not now being performed by this Office due to manpower shortages. Additional personnel are required to: 25X9A2 a. Establish a fabrication unit to meet the need for custom made clandestine apparatus, ~ persons . b. Provide personnel to maintain new speech privacy equipment, 25X9A2 microwave network and automatic equipment -co be used in the R.I. locator d. Provide for staff to more adequately perform communications security functions including monitor ink;, liaison with Nall on cryptological matters, keeping current inventories of crrp`iological stocks and performing protective analysis work in support- of operations. =persons. s-srstem. 4ersons. c. operationally test and evaluate under field conditions cor m-7nications equipment. persons. e. Augment the Signal Center btaf f to meet the increase in l 5`i cable traffic. Mersons. '. Increase the training pool to provide additional trained 25X9A2 personnel for "special" crash projects.-ersons. 25X9A2 g. Provide overseas staffs with sufficient personnel to sub- stantially reduce the overtime now necessary to offset workloads. persons. 25X9A2 ;. Reduction of programs as shown on the attachment would result in a saving of positions, offset by the needed increase oI leaving a net reduction of ositions that could be gained by such a program reduction.
