MEMORANDUM FOR: Deputy Director/Intelligence
SUBJECT : Manpower Utilization
1. Attached is the information requested in your memorandum
of 18 November 1955 on the above subject.
2. In submitting this information, I feel compelled to make
the following general observation. The scientific and techno-
logical capabilities of the Soviet Union are generally recognized
as the most important long-range national intelligence objectives.
This conclusion is supported by the Technological Capabilities
Panel, by the Hoover Commission and by many key officials in the
Government, including the President. The National Intelligence
Objectives, as promulgated in DCID I./5, clearly recognize many
applications of science and technology under highest priority
objectives. In the face of such responsibilities, 0/SI has an
on-duty strength of M It is one of the smaller offices in the
DD/I area and is exceeded in size several fold by 00 and 0/RR.
Under such conditions, I do not see how any part of a 10% personnel
cut that might be imposed upon the Agency can be arbitrarily
transferred to 0/SI on a percentage basis as occurred, for example,
in the ceiling freeze of last August. On the contrary, I feel that
the time may be approaching when the manpower available in the DD/i
area must be surveyed, analyzed and reassigned in terms of the
priority functions assigned to the various offices. Under such
analysis, I feel 0/SI would justify a substantial increase in its
present ceiling.
