The Conferees on H.R. 12138, the first supplemental
appropriation, reached agreement and the bill was referred
to both Houses for final action. Conference report approves
the $49 million requested by CIA for building and roads, and
agreed on language proposed by the Director which reversed
the restrictions contained in the Senate Appropriations Com-
mittee Report regarding the housing of all employees in a
$46 million building and a referral of the roads and facilities'
problem back to the National Capital Planning Commission.
