Amory, Kent, Kirkpatrick and Paul lunched today with Congressman Zablocki (D., Wis.) in order to receive the Congressman's impressions as a result of his recent trip around the world with other members of the House Foreign Affairs Committee and Mr. Wigglesworth of the House Appropriations Committee. Mr. Zablocki did not have any particular points to make with respect to our activities, except to say that he felt that the caliber of CIA personnel in the field was generally very high, and above the caliber of Foreign Service representatives he had encountered. The Congressman did not have any particular views on policy or operational matters. In a discussion with the Director following lunch, he indicated that he was still in favor of his bill for a Joint Committee, and reaffirmed his earlier statements that his purpose in proposing such a bill was to pro- tect CIA rather than provide another medium for Congressional prying into its business. The Director stated that this was, of course, a matter for Congress to decide but pointed out his own personal apprehensiveness about the creation of a committee staff which would have to pry into CIA business in order to keep busy.
