AD/CR. reported that during a luncheon sleeting with John Green of the Commerce Department and a Mr. Atkinson today. Gress indicated that he was fairly certain that the House Appropriations Committee would probably back down from its objectios on Commorce's appropriation for the information and coordination programs in connection with translation of foreign documents on the condition that the Senate would also go along with them on the matter. Green is to visit Senators Hayden. Smith and others early next week on an informal basis to determine what the Senate's position would be on the subject. Green has requested that a CIA representative and a National Science Foundation representative accompany him on these visits for the purpose of confirming his statements on the operation of du translation program. Mr. Sorel requested our advice as to whether they should accompany Green. Ur. Houston discussed the matter with General Cabal who agreed that Sorel should go on the basis that Green would be responsible for his own approprlatioas program and that Borel would merely expiate the operation of the translation programs insofar as CIA was concerned.
